Can you have a 'private property' shopping center?

The new Front Range Village shopping center in Collins has decided not to allow dogs. Anywhere. Sidewalks, streets, whatever.

Can they do that? If I take private property, throw a bunch of streets, sidewalks, parking lots, and stores all over it and invite the public in, can I then set arbitrary rules for the public looking spaces? (streets and sidewalks, etc.)

Can I demand that everyone switch to driving on the left side of the street? Can I put out a sign that says 'No Blacks, Gays, or Fatties'?
